An unconfirmed report from Rio de Janeiro says the Brazilian steamship Gurupy was sunk by a submarine. Officials in Brasilia reportedly expect possible war with Germany if confirmed.
Fritz Kolb a German was convicted of possessing bombs and sentenced to three years four months to five years in state prison He was charged with Hans Schwartz in a plot to explode ammunition on Black Tom island in Jersey City based on the April 13 report.
The American schooner Marguerite was sunk southwest of Sardinia by a U-boat on April 4. Captain Charles W. Willard of South Portland Maine and the crew were exposed in open boats for two days.
Washington April 13 The University of Illinois launches a large agricultural army plan to maintain food production during the war. Dean Kinley presented it to the advisory commission of the council for national defense and it won favorable reception. The program would enroll men above and below military age and partially incapacitated, under government supervision, to farm starting this year.
Jane Addams of Chicago president of the woman s peace party Gilbert E Roe of New York Harry Weinberger of the Free Speech League of America and Charles T Hallinan of the American Union Against Militarism testified against the present terms of the administration general spy bill at a hearing before the house judiciary committee in Washington on April 13.
Chester April 12 a high official of Eddystone Ammunition Corp said a bomb made by a plant employee caused Tuesday's explosion and at least 116 deaths. He called it a diabolical plot from a demon in human guise and noted the plotter could be among the dead if the bomb was not timed.
The Chicago Butter and Egg board voted unanimously to abolish futures trading for butter and eggs to curb speculation amid war price concerns. Assistant District Attorney Robert W. Childs was examining grand jury witnesses in the government inquiry into food speculation as the board ordered immediate delivery for all future trades.
Costa Rica places its waters and ports at the disposal of the United States in the war with Germany while regretting limited active participation. It endorses U S policy and offers use of ports and adjacent waters.

He voiced gratitude to America for its role in the war and said he can see a real peace coming that this old world has never known. He called America’s participation in the peace conference vastly more important than any war effort.
Washington dispatches say General Joffre may accompany former French premier Viviani for talks on the war. No definite announcement. joint sessions possible but not yet arranged. Discussions will cover only broad phases of the conduct of the war.

In Greencastle Indiana on April 13 the Modern Priscilla club bans refreshments at meetings and donates the funds previously used for charities to the Red Cross. Several other city women's clubs plan to follow suit.
A German raider is reported in the Gulf of Mexico with US warships in pursuit. A British steamer warned of the sailing vessel near Matinelli reef and west of Key West, feared to threaten oil tankers and cargo ships while authorities seek to capture it.
General Carranza assured the United States that oil from Tampico fields and other Mexican sources will not be denied to the United States or Great Britain. Mexican oil is the principal fuel for British and French war vessels.

A United States military airplane on a border recon flight was fired on by Mexican troops near El Paso Texas. Captain M Kirby piloted the plane and returned uninjured after the incident on April 13.
