President Wilson proclaims a state of war between the United States and Germany. The text calls for alien enemies to be restrained, directs conduct toward aliens, and urges loyalty and public safety measures during wartime.
A wartime proclamation imposes strict limits on alien enemies in the United States. It bans possession of weapons and ammunition, using aircraft or cipher devices, and proximity to forts or government facilities. It requires registration where needed and restricts residence, travel, and entry. The rules enforce seizure of prohibited property and penalties for violations.
Following war declaration action, Treasury officials took control of sixty six German vessels in U S ports with 497000 tons while twenty three more in Philippine ports were seized earlier. About 1100 crewmen were moved to Ellis Island under guard. several officers sought U S citizenship papers.
The text specifies that aliens deemed enemy or aiding the enemy may be summarily arrested by U S marshals or designated officers. They face confinement in penitentiaries, prisons, or military camps as directed by the president. The proclamation applies to all land and water within U S jurisdiction.
In Cleburne Texas on April 6 a large petry demonstration featured the burning of Senator La Follette in effigy on the courthouse square.

Destroyer flotillas patrol the seas while warnings keep ships in port. The word of war reaches America.
The interned German gunboat Cormoran at Gaum exploded after refusing surrender to American forces. Two German warrant officers and five enlisted men were killed. prisoners were taken from the Guam.
Cuba’s President Menocal has asked Congress to declare a state of war with Germany. The Cuban government plans to seize three German ships in Havana harbor after formal declaration. Also reports from Cherbourg and Rio de Janeiro note the Parana sinking and missing crew members.
Washington reports the House passed the war resolution amid a thunderstorm and rain with 50 voting against it. President Wilson signed at 1 11 PM declaring a state of war with Germany. Miss Jeanette Rankin of Montana voted against the measure in her first Congress vote.
The New Albany tornado death toll rose to forty as Mrs. Ana Bostock, 48, wife of farmer Daniel Bostock, died from lockjaw caused by amputations of several fingers at her brother William P. Vased’s home.
