Proceedings of a General Court Martial in 1799 at Chelsea for Major Andrew Armstrong of the 11th Foot accused by Captain Wilson of quitting his regiment near Ostend on May 18 1798 and of failing to stand to his post. The transcript records questions to Armstrong and officers including General Coote about embarkation orders and Armstrong’s conduct on the beach and in the redoubt. Witness Captain Wilson testifies Armstrong fled his post in a disgraceful and unofficer like manner and the cross examination probes timing and movements before surrender.
The Department of Seine issues a proclamation urging unjoined conscripts to gather at designated ports with detachments and recalls. Reports describe Brest and Nantes transports, and a Jacobin Club assembly in early August featuring fiery speeches defending liberty, denouncing royalists, and urging democratic reforms.

In a settled petition a witness describes Major Armstrong failing to stand, remaining in the redoubt for about two minutes. He recounts haranguing troops who abandoned post, calling it a disgrace to the British army, and notes other officers present as the scene collapsed. The account continues.
