S D Supreme Court Asked To Rule On Another Debt Funding Proposal
Pierre September 28 Efforts to reorganize South Dakota rural credit bonded indebtedness resume with a refinancing plan. Gov Bushfield asks the court for an advisory opinion on issuing bonds by sealed bids at par and interest, accepting unmatured bonds. The plan aims to retire over 36 million in debt in twenty years, saving 2 to 3 million in interest and avoiding bond issue commissions. Maturities of 1.075 million October 1 and 500 thousand December 1 are due, with interest over 108 thousand on October 30. temporary borrowing could liquidate 800 thousand owed to counties. Tax abatement law could save over 100 thousand. If level debt service fails, refinancings may be needed after January 1.
