BROOKINGS Oct. 2 General rains toward end of September raised South Dakota ranges slightly but remain far below normal. On October 1, ranges were 44 percent of normal the lowest in nine years for the month. Fall and winter ranges are in very poor condition. Water is scarce with dams and reservoirs dry. Cattle and sheep declines continued with hay and feed very short and marketings heavy, most stock headed to central markets or feeders outside the state.
