In Pierre on October 21, absent state highway commission members. Engineers would not comment on the refusal of the public bids for a county paving project between Minehaha and Minneota. The commission had recommended Wagner Construction of Sioux Falls for the $307,154.29 bid, higher than Thornton Brothers of St. Paul at $305,964.86. Secretary Frank Kriebs said the action was taken in the commission's judgment and offered no further reasons.
