Scions Create Teacher Retirement System But Refuse Appropriation
South Dakota lawmakers adopted a new teacher retirement system while denying state funding. The measure becomes effective immediately though no state contribution is approved, with expectations of future appropriations. The 1939 session also authorized four year teacher programs at Spearfish Madison and Springfield, while safeguarding Madison and Springfield funds from four year expansion. Provisions allow high school district dormitories supported by district funds while banning free transport and tuition rebates as inducements.
