yiwARE March 2 The last hope of South Dakota municipalities for a share of motor vehicle license revenue for street improvements vanished this afternoon when a compromise proposal failed. Opposing interests could not agree on funds to tip give the cities and towns 10 per cent of the license fee money so the highway committee refused to report out for consideration a previously approved Senate bill giving the municipalities 20 per cent. The proposal was to take small percentages from state county and township funds and allocate them to the cities. The highway committee however reported out with a do pass recommendation a Senate approved measure requiring the state highway department to purchase right of way along all trunk roads.
South Dakota planner Robert Lusk told 350 Farm Security Administration workers the agricultural crisis across the northern Great Plains is a national drama needing public action. He traced drought and dust hardships, praised federal aid, and urged wider public planning to shape a hopeful continuation.
Forecasters warn of a cold wave sweeping Huronia with temperatures dropping to 10 to 15 above overnight and below zero readings expected by Friday. Pierre March 2 Governor Bush signed a measure abolishing the three member state unemployment commission and consolidating duties under a single commissioner. He left J W Kaye Beresford in charge until July 1 and did not name the board of review members. The act took effect immediately under an emergency clause, removing T W Beckwith and Frank Siewert from their posts.
SOUTER SHORE March 2 Thieves forced their way into the post office last night, opened the safe and escaped with an undetermined amount of money. Sheriff Emil Scham of Watertown was here this morning investigating the robbery. Details of the crime were not provided.
Minneapolis as 71 000 building service workers strike after six weeks of negotiations. Picketing and headquarters set up while tenants arrange emergency measures. AFL leader Green urged settlement and asked union to investigate the strike and seek resolution with city officials.
William Green of the American Federation of Labor selected Thomas A. Rickert to replace Daniel J. Tobin on the three member AFL CIO negotiating committee. Tobin declined due to other work. Rickert is president of the United Garment Workers Union.
Eugenio Cardinal Pacelli was elected 262nd pope on his 63rd birthday. He takes the name Pius XII and will lead 431,500,000 Catholics. The third ballot marked a rare speed in modern conclave history. He previously served as papal secretary of state and was favored to continue Pope Pius XI’s policies. Coronation expected March 12, with preparations unlikely by March 5.
