State Cement Plant Cleared of Debt and Profits Surpass Million
Rapid City cement plant completes bond retirement on July 2, ending state liability for its two million dollar working capital issue. The plant has generated about 1.1 million dollars in profits for the general fund, despite high interest costs totaling nearly two million dollars over the financing period. Other ventures started with the cement project faced losses, and road bills seeking to divert cement profits to highways were not passed.

Force Action To Refund Wheat Penalties-Lemke Says
Rep. Lemke of North Dakota says he can line up enough support to force House action on a bill refunding penalties paid by wheat farmers during 1942 and 1943. He filed a petition to move the bill from the Agriculture Committee, needing 216 signatures to compel a vote. The measure, introduced Feb. 23 by Rep. Rees, would reimburse farmers who paid 49 and 57 cent penalties per bushel, totaling about 20 million dollars, while penalties were canceled for those who stored or fed wheat under department rulings.
