Dormitory Plan Approved for SD State College
South Dakota State College can finance men and women dormitories at Brookings via a loan and grant from the Public Works Administration. The plan uses a development association to lease the dorms and channel net operating income to repay the federal loan, with eventual transfer to the state. Attorney General Ray F. Drewry confirmed the approach legal and not a subterfuge to bypass statutes.
