President Roosevelt told Congress that lend-lease aid through May reached 4.497 billion dollars. He said production is near victory while distribution is in a critical phase and called for combined action with Britain and the United States to push fighting weapons and materials to the fronts. The report notes 15 months of lend-lease since March 11, 1941, with 3.675 billion in goods and 224.6 million in services to 36 countries. Repayment in kind is not planned.
