Exceptions Made In Certain Cases PIERRE July 1
South Dakota Attorney General Clair Reddewig upheld a tax rule on retail sales to border state patrons. In-state purchases with no interstate delivery usually avoid the tax, but deliveries crossing state lines create interstate commerce and exempt taxation. The opinion cites a constitutional clause on interstate transactions and outlines delivery and business-volume conditions.
