Brookings January 18 A recurring county land problem in South Dakota centers on finding profitable yet resource-preserving use for county-owned lands. Agricultural economist Pret Ray Penn argues that centralized administration and a revised leasing system could deliver reliable income, stabilize land use, and conserve resources. He notes wide county variations in leasing and income and proposes a property department to manage land from acquisition to sale, with flexible leases and a block system to balance neighbor interests and productivity.

The opinion stems from George Rowe of Watertown, who received a year and a half for forgery, served a year, was released, then jailed again in January 1939 after suspension violations. The codington County court revoked the suspension, and Temmey noted the writ may justify continued custody pending clarified law.
