South Dakota Legislature Readies Key Votes On Tax and School Funds

In Pierre on February 20 1971 the South Dakota legislature prepared for an afternoon session with reports due from special committees investigating Plankinton Training School and tax refunds delays. A Senate vote was anticipated on an exemption reform linked to homestead taxes and a proposed constitutional amendment to manage permanent school funds. The nine member committee was set to submit findings on the Plankinton facility and a five member panel to examine delays in gasoline tax refunds. Donnell Declared Missouri Governor

Jefferson City Missouri February 20. Six weeks late C Donnell hopes to become governor of Missouri Monday. The St Louis Republican was declared governor elect by the supreme court yesterday ending a fight by the Democratic state committee and Democrat controlled legislature to seat Lawrence McDaniel. In an unanimous decision the court ordered the legislature should declare the election of the relator Connell who had the highest number of votes on the face of the returns.

Miller Steele Upheld In Probe

PIERRE February 20 The special committee investigating the State training school at Plankinton reported to the legislature today. Superintendent Miller Steele was doing good work and recommended he be given increased powers. The report urged the director of child welfare be an ex officio adviser to the board but the superintendent retain full responsibility for the school. The committee praised Steele for managing finances, facilities, and education, and favored rehabilitation over punishment. It opposed separate boys and girls institutions and urged a stricter parole process with parole authority kept by the charities board.

257 Draftees Called In Second March List

Rapid City Feb 20 A second March call for 257 selective service inductees was announced by ex S A Heckwith state selective service director. The second call brings total inductees to 423 by March 20, with a prior first call of 166 for an early March induction. Inductions will occur at Snake River, Falls City, and Sioux Falls with dates in late March and early April.
