Washington December 13 The House Naval Affairs Committee approved an expansion of the United States two ocean Navy but reduced the contemplated increase from 900000 tons to 250000 tons at the Navy's request.

France Balks At German Edict

The Associated Press reports France openly condemned a German order to execute 100 alleged Jewish communists and anarchists in occupied France. Paris said the 100 were delinquents, not hostages, and warned the high number provoked unease among Frenchmen. Germany claimed the executions were reprisals for recent attacks and also announced a 1.8 billion franc seizure in the occupied zone.

Jury Awards $1,000 Damages in Highmore Electrocution Case
