County Library Systems Suggested for South Dakota
Prof Wendell F Kumlien head of the State College sociology department says about forty counties or more in South Dakota can establish county library systems at an annual cost of 50 cents to $1 per person. He notes 92.2 percent of city library borrowers are town residents, signaling rural areas lack local service. He says county libraries would share costs between town and country, boosting rural access while keeping expenses modest. His findings were published in a State College bulletin.
