CHICAGO April 20. Donald Vandercook was indicted by a federal grand jury on using the mails to defraud contractors of more than 39000. The indictment says he claimed to form a syndicate to construct army depots in Illinois Wisconsin and Michigan and act as project manager for 16 depots costing 160000000. More than 200 contractors sought in, 79 paid, average 500 with one firm giving 1300.
