Washington April 12 UP A former South Dakota official testified before a House committee in support of creating a commission to build numerous small dams on the eastern slope of the Rocky Mountains to irrigate northern land, citing past droughts in 1911 and 1912 and arguing irrigation could unlock the region’s fertility.
