Banks and Home Owners Aid Bill Advances in Congress

A congressional bill proposes a permanent federal savings and loan system plus an emergency 7.0 billion dollar corporation to refinance home mortgages. It envisions a government subscription of 160 thousand dollars and a 200 thousand dollar bond issue, with loans limited to homes valued at 10 thousand dollars or less and offered through local thrift institutions. The plan would fold home loan banks into a federal system while preserving local practices and would include measures for tax and property maintenance advances.
