Ingenious life saving buoy by Witwer tested at Victoria
Frank P. Witwer of Seattle unveiled a novel life saving gear featuring a pear shaped buoy and attached lines to mark wreck depth and aid survivors. Tests in Victoria showed the buoy rising after water intake, ringing a bell to attract survivors, and providing easy access to attached lifebuoys and lashings. The inventor noted prior shipboard needs since 1883 and recently patented the device after demonstrations to shipping men.
