Japanese Cabinet Formed First Party Ministry in Japan
Field Marshal Marquis Yamagato Arimoto formed a new ministry to succeed the Okuma Ita gaki cabinet, the first party cabinet in Japanese history. The cabinet lists Yamagato as premier with Aoki, Saigo Tengomichi, Matzukata, Katsura, Yamamoto, and Kiyoura Keigo holding major portfolios, and includes no party members.
