Judge J T De Bolt rules indictments by Grand Jury unnecessary for many offenses and that some crimes cannot be indicted, causing detention doubts. He discharged two Chinese charged with selling liquor without license and questions the jurisdiction of the Circuit Court versus District Court under Territorial law. The decision sparks debate in judiciary and hints at a pending constitutional interpretation.
The US naval training ship Buffalo docked at the Pacific Mail wharf around 1 o'clock, finishing a long voyage around the world. It left New York on December 17 last year, visiting Key West, the Lee Canal, the Philippines, and many ports before Cavite. The voyage was largely calm with rough weather between Malta and Port Said. The ship will remain at the current port.
Land Commissioner Pratt will not appoint a successor to Chief Clerk Mahaulu Lyons. He is occupied with bookkeeping and investigating embezzlements by former Commissioner E. S. Boyd and Clerk Mahaulu. Shortage uncertain, estimated around 10,000 dollars. Boyd and Mahaulu have posted bail and are free pending case.
Hawaii Yacht Club plans an Around Oahu cruise leaving Honolulu Friday night May 28. The voyage sails by moonlight to Waialua by dawn, anchors overnight, and returns Monday morning. Commodore Whitney leads entrants with prizes for best yacht, while crews from Halon and other yachts participate.
A report from Dton dated May 21 1904 states a Russian company encountered Japanese forces six miles north of Takushan. The Russians were surrounded by our infantry, fled with many casualties, and a Russian captain was captured. No casualties on our side. Takahira.
John O'Rourke, famed Hild horseman, purchased a new hire on the Coast. The Enterprise reports arrival by ship to Hile. He also owns three other new horses expected for the June races if sea travel proves safe.
The baseball suits for the leaders in the Hulletin news content were received by Alameda and will be placed on display in Woods and Sheldon's window Monday.
The Police Court calendar lists C Le Clement facing larceny and forgery charges. Deputy Sheriff Chillingworth adds an embezzlement claim of 9 dollars against him. The case is continued to Wednesday as both sides negotiate.
Arrangements are made for a Saturday May 28 carnival at the Chinese Theater on the Street. The lightweight championship bout pits Modlin of Camp McKinley and Joe Decker of Hi lo with 10 rounds. Also featured are O Brien vs Kennedy at 145 pounds and Young Sharkey vs Tockeam at 110 pounds plus other scheduled scraps.

Judge De Bolt had discharged Micky from the current Grand Jury in a related Teota Libel action, and Meheula moves to withdraw his plea and file for abatement citing the presence of convicted offenders on the jury.
