Senate in Session Reviews Great Seal and Park Bill

The Senate opened with messages from the House on Joint Resolution No.5 about the Great Seal. The Liquor Commission report was printed. Lyman from Public Lands reported on Kapiolani Park settlement and land relief petitions. A bill for extending streets in Hilo was noted. The election bill in one precinct was referred to the Attorney General. Fisheries debate focused on protecting resources. a motion to indefinitely postpone passed. Several House bills passed third reading, including penalties for burglary and other crimes, while a medicine practice reform bill was introduced for examination-based licensure. The session adjourned after discussing cholera expenses and a tennis tournament results note.

Fifteen Representatives listened to the reading of the minutes this morning as the House opened the day’s business with a Senate communication. The certified copy of the Finance Committee report from the Minister of Biacos discusses last fall’s cholera epidemic.

Liquor Commission closes in on reforms in Hawaii

The Special Commission on the Liquor Traffic presents a majority report with six dozen pages of findings and two accompanying Acts. It proposes tighter saloon limits, no Sunday openings, and stricter illicit sales penalties, plus a commission to continue work for two years. The report notes caution on radical changes and outlines adjustments to limits and licensing. The same issue includes details of the yacht Coronet arriving in port with a party of scientists sailing to Japan to observe the sun eclipse, led by Captain Arthur Curtiss James and Professor David P. Todd, with Amherst College and New York Yacht Club affiliations.

French Government decorates American cattle painter Howe

The French Government has made William H. Howe an officer of the Academy for his work as a cattle painter. A book in Arabic by the late "Chinese" Gordon is in the British Museum. It was printed at Khartoum and contains his views on the Sudan.
