Spanish American war rumors of fleet actions in Pacific

Reports from Manila via Hongkong on April 20 claim the American squadron sighted off Bolinao near Manila but weather blocked contact with insurgents. Washington calculated Dewey would reach Manila by 2 p.m. with dispatches sparse since Mirs Bay departure two days earlier. London World correspondent warned news would travel only after cable control. Hongkong indicated Manila may fall to insurgents and Spanish troops withdrew inland. Spanish fleet split into two squadrons near Manila with vessels like Castilla and Montejo patrolling coasts and reinforced by a large auxiliary cruiser. Manila’s Old City and Archbishop’s seat were focal points, with censors blocking telegrams and mail to Hongkong.

War Declaration by Congress and Presidential Signature

Washington April 25 Congress today passed and the President signed a bill declaring that war exists between the United States and the Kingdom of Spain. The act authorizes the President to use all land and naval forces and to call state militias as needed to enforce the declaration. Washington April 26 Sir Julian Pauncefote received a dispatch from the British Foreign Office announcing Queen Victoria neutrality in the war and noting observance of treaty rules.

Matanzas Bombardment Marks First Spanish Move in War

News reports from April 27 describe U S forces bombarding Matanzas forts from 12:45 PM to 1:15 PM with no American casualties while Spanish casualties were heavy.
