The legislature convened in a short session on May 1 with the House passing only a few measures and adjourning until Monday. In the Senate, readings and reports covered bills on taxation, public works, and park settlement, with several measures referred to committees and one approved on third reading. Adjournment followed after a brief session.
Ministers present as minutes were read. Interior reports a president's communication on House Bill No. 17 and Appropriation Bill No. 1. Cooper proposes a new Department of Public Instruction. Senate sends notice of House Bill No. 9 on widening Honolulu streets. Second reading of House Bill No. 12 license bill set for Monday. Bill No. 28 on patents passes third reading. House Bill 26 repealing Civil Code sec 188 read second time, ordered typewritten.
The troupe returned from Kanni to a successful performance at Waimea on April 22. Proceeds supported the public hall, amid a lively evening with blindfold pies, point contests, pot eating, and jump events. Charley Williams showcased versatile trapeze and clown acts as the troupe plans another Honolulu performance.
The Union Steamship Monowai under Captain Carey arrived from Sydney at 10 o'clock with 124 through passengers in cabins. Among those for this port were Countess Wachtmeister J. F. Legier and others. The voyage itinerary shows Sydney April 13, Auckland April 18, Apia April 23, with a harbor arrival today.
The school pursues an open air concert, planning a roofless setup if weather allows. A platform and decorated boxes are prepared, with electric lighting being wired among trees. If rain arrives the Gymnasium on Manual grounds will host the event, which will proceed with shelter. Boxes remain for private uses. Mr. Lyman holds details. Minister Cooper announced an order reducing salaries of officers in the military department earning $100 a month or more by 10 percent. Second lieutenants of Companies B and F will be dispensed with, privates’ $2.50 clothing allowance ends, and savings are expected to total $25,288 by term end. Schaefer becomes adjutant, Evanston reverts to sergeant duties.
The Countess Constance Wachtmeister arrives in Honolulu and will give three free lectures at Harmony Lodge hall King Street this May. She will also receive visitors at her rooms from 2 to 4 p m, inviting all interested to attend.
Senators Holatem Baldwi Hocking and Horner inspected the reform school and insane asylum yesterday afternoon and found conditions generally first rate but noted urgent need for new buildings. Since January first twenty one inmates were added and accommodations are inadequate with some required to sleep on floors. A steamer Hawaii crew member was badly injured after falling from lumber on deck and was brought back on the Kinau.
