Philippine Commissioners Sail From Hongkong to Manila

The United States Philippine Commission left Hongkong aboard the Baltimore bound for Manila. Reports from Manila say the gunboat La Guna de Bayo engaged insurgents near Macau, firing Gatlings and Nordenfeldts for about 45 minutes before the insurgents scattered and resumed fire. More Troops for Manila Reinforced by Six Regiments

Washington reports the War Department ordered six regiments to reinforce General Otis in Manila. The Sixth Artillery at San Antonio, Sixth Infantry along Atlantic stations, Ninth Infantry at Madison Barracks, Thirteenth Infantry in New York, Twenty first Infantry at Plattsburg, and Sixteenth Infantry at Fort Crook and nearby Midwest posts are to be prepared to move to San Francisco and then to Manila.

Transport Sherman Arrives at Perim En Route to Manila

The Sherman with the Third Infantry and a Seventeenth Infantry battalion has reached Perim, a British naval station on the Red Sea, en route to Manila. Next stop likely Colombo, Ceylon, with arrival at Mavila around March 16. The Sherman is two weeks behind the Grant.

Death of Lord Herachell and Venezuelan arbitration

Washington March 2 The State Department says the death of Lord Herachell a member of the arbitration commission on the Venezuelan boundary will not undo progress toward settlement. It is customary to appoint a successor under the original terms and the British government will likely name his successor soon.

Washington March 1 The House approved the Senate Army reorganization bill 203 to 82 amid sharp opposition and hopeful talk of an extra session. Republicans Henderson Grosvenor Cannop supported it.
