A police bulletin lists Win St Foster a 58 year old man about 6 feet 10 inches tall and 210 pounds with brown eyes grey facial hair and a heavy expression as a possible forger hiding on islands. He speaks German and French may wear a wig and dye beard and should be reported to the American Consul if located.

Plans Not Yet Submitted For Independence Park Pavilion
Architect O G Traphagen met with a small group of Indies from the local Red Cross Society this morning but only a few attended. Plans for the Independence Park pavilion were not submitted and will be discussed after noon with city physicians Mr Eckardt from Queen's hospital and the architect. The plans will then be presented and the matter thoroughly discussed.
