Patchwork Laws Proposed by Chief Justice for Hawaii
A 1908 Honolulu meeting of the Bar Association discussed patching and modernizing Hawaii's statutes. Chief Justice Frear spoke on three aims: preserve existing laws, compile usable forms, and remodel judiciary statutes to limit duplications and clarify procedures. The group urged codification, streamlined forms, and reformed jury terms, criminal classifications, and penalties to fit new conditions.
