Governor Carter lays out a policy to put all land exchange proposals before the people. The plan includes trading the Kapapala ranch for Boardman property and details on land areas, water access, and school site needs as part of a broader Territory-wide public review.
In a Japanese informer driven trial at Nollinson's court, Ah Sing the Chinese shopkeeper was charged with selling beer without a license. The informer testified two marked quarters paid for two bottles of beer led to the arrest. The jury found Ab Sing not guilty as the tale by the informer proved unreliable and evidence insufficient. The informer, allegedly seeking $116 in rewards, was suspected of fabricating the case to obtain money.

A Tax Court ruling revises the Rapid Transit Company valuation from 126417.21 to 816224.40, nearly doubling the return but still below the assessor’s figure. The decision lists detailed stock and property valuations and notes adjustments from the Territorial Board of Equalization for 190d.
