He plans to send for the Kalaokahan schoolhouse to be brick and similar to Palama, criticizing local bidders who quote 27 601 compared to 18 700 for Palama. A Kauai correspondent reports February 19 accounts of a riot at Pahala plantation during Chinese New Year. Police raided a gambling den. Chinese workers overpowered handcuffed colleagues, seized police clubs, and stones and hoes were used against officers.
