Hawaii urged against a federal prohibition move as Governor Frear calls the Curtis bill reintroduction an unwelcome step. Leaders cite the plebiscite's clear anti prohibition result, while merchants warn Congress to respect local sentiment and avoid costly new legal fights.
Secretary Dickinson releases an aviation report endorsing funding for aircraft and signals corps to improve military air capability. He urges congressional approval of 7 million dollars for canal defense construction, plus 2 million more for naval establishments, while noting a 10.6 percent drop in desertions and an overall decrease in army strength.
A cable reported President Taft commuted the murder sentence of John Wynne for the 1900 Honolulu case aboard the Rosserang. The Associated Press noted the President’s clemency and extenuating circumstances cited by Attorney General Wickersham and Congress.
In San Francisco on December 20 the appellate court reversed a lower court judgment, ordering a new trial for Walter Hartnett of the California State Deport & Trust Co on embezzlement charges. Hartnett faces ten years if convicted on retrial. Also on December 20 former cavalry captain Mehayl J. Cowboy was sentenced to seven years for manslaughter after killing a man named Loget following a dispute over drink.
December 20 report says rebels near Malpas routed a government troops train. Twenty one government soldiers killed ten missing and forty two wounded. Independent witnesses said robert Fores led the attack against Diaz era forces.
The steamer Prince George ran aground on harbor rocks in Vancouver, B C. Officials say damage found not serious and no injuries were reported. The vessel was inspected and cleared for further operations.
Japanese fishermen initially resisted paying wharfage but, upon realizing no outside means to bypass the fee worked, agreed to settle. T Mummura and H F Co leaders noted most Japanese crews would pay their share. The islanders reached an accord as the government retained control over wharfage rights, with continued coverage on page 4.
W R Castles, returning from a long trip to the mainland, asserts that no tariff revision will occur during the current session due to Republican control in Congress. He says the upcoming lame duck session may see no major shifts, and any tariff action on sugar will be postponed to align with the late election politics. Castles argues Democrats from sugar regions oppose removing the tariff, while Western beet interests favor it, and forecasts no immediate change.
Maui discharge reveals two smallpox like cases prompting Health Board President Dr Pratt to seek U S Hospital Service input for strict quarantine. Fumigation of Maui routes and vessel passengers is considered to curb the diphtheria epidemic spreading toward Oahu and other islands.
Supervisory leader Harry Murray unveils a plan to set monthly municipal paving appropriations and invite experts to lay sample blocks. A bill introduced by Mr Kalanianaole grants J T McCrosnan and associates exclusive rights to take use and impound water on Walanae Island Oahu Territory of Hawaii for up to fifty years. It authorizes surveys construction of works and pipelines to supply water for encampments and industrial needs at government expense with land and mineral extraction rights included.
