Supreme Court rules Philippine islands not foreign for duties case
The United States Supreme Court held that the Philippine Islands ceased to be foreign territory after the Paris treaty and that customs duties on rings purchased there while in U S service could be imposed. Pepke, a former Army soldier, bought fourteen diamond rings in Luzon and argued duties violated U S law. Justice Fuller cited De Lima v. Bidwell and explained the treaty and subsequent resolutions aimed to change sovereignty, not citizenship.
