Reports describe severe famine in Chin Chow Fu province with mass hunger, deaths, and robberies as families flee southward. A New York donor group forms to aid the Doukhobortsi, a persecuted Russian sect, planning emigration to farm land in the West aided by notable Americans and Tolstoi connections.
In Honolulu, Waileys Honolulu Cyclery touts the best bicycle print advertising with claims of revolutionary cheapness. It highlights standard American bicycles at advance prices, limited second-hand stocks at fifteen dollars, and new Weychon gear, urging fair capital returns and good artisan wages while offering repairs at eight shillings per repair.
W A Kinney will act as paid attorney for Hawaiian sugar planters during congressional consideration of Hawaiian affairs. He will travel to Washington on the 20th or 27th inst to watch legislation, not seek a seat, and he says planters want local knowledge over a stranger to protect their large interests. He expects no special favors but has not received formal instructions yet.

Mr Dillingham notes a large sugar plantation on Keani near a proposed site under examination by Kluegul and himself, predicting gradual shore development. He cites 70000 acres of cane land and adds Maui's Kibei plantation will soon mature, with possible inclusion of homesteaders’ farms at Kihei.
Major Davie Hellevod and Major Davis formerly in charge of the Silitary hospital at Tadlapandauos park have been replaced. Major M W Wood, seasoned Regular Army surgeon, assumes the post. Dr Davis is ordered home to rejoin his regiment.
