City business groups debate reform of coastwise shipping laws. Despite differing views, there is a growing push to improve Honolulu Coast passenger service. The Merelitus Association favors suspending the coastal shipping rules for three to five years to boost development without harming American shipping.

The gasoline schooner Flaurence Ward, under Captain Fleming, arrived this forenoon and anchored at the Restorer. The eighteen and a half day trip from San Francisco passed in unusually pleasant weather. The Ward sighted oil steamer Santa Rita which reported all well. No passengers were aboard for this port, only general cargo for Midway. Waterfront chatter claims previous friction between Captain Fleming and Hare shortmaster’s office, with Maremaster Fuller directing Ward to anchor on the Restorer’s port side through Captain Trip’s execution of orders.
Among the arrivals on the Nippon Maru are members of the Japanese Parliament and officials including M. Miyssal of Toye Kisei College, Hon. Frank A. Branagan who raised 5 million for the Philippine government, and Judge A. Carson of Mattila. The ship will sail for the Orient at noon tomorrow.
Thursday eventing marks a farewell to the Manipolo team with the Royal Hawaiian band playing during intermissions. Everyone is urged to attend and give Maul a fitting sendoff.

J A M Tandless of Honolulu reports a heated Board of Supervisors session in which Hustace accused of falsehoods over an ordinance about awnings and vaccination. The petition against the order was presented in respectful language, but Hustace criticized signers and subject to intimidation claims.
County supervisors plan a major push to collect delinquent taxes. Deputy Tax Assessor notes the county earns half of taxes and three fifty from poll tax, with deputies assigned to each precinct to sweep up arrears. Actions depend on legal feasibility and a formal review by Assessor Holt upon his return.
An Island Fruit Co notice describes precinct collectors, noting they could inspect areas with a fine tooth comb. It mentions payment of 728 King and a contact at Main 15 for placing orders.
