Hughes Commands Boston After Whiting Detachment

In Yokohama the cruiser Boston now reports Lieutenant Commander E Hughes will replace Captain W H Whiting, who asked to delay his return to the United States for three months due to his wife’s illness. Convention Agreed Upon for War Laws and Naval Geneva Adaptation

The drafting committee of the International Peace Conference settled the convention form on the laws and customs of war and the Geneva Convention adaptation to naval warfare. Italians sought for Hawaii labor through U S ports

Washington reports a letter from Atlantic steamship line requesting permission to move 1000 Italian laborers through the United States to Hawaii. Officials say no authority to stop passage but aim to ensure they do not remain in the United States. Separate note says about 12,000 Japanese have gone to Hawaii since annexation, most under contract labor. Tacoma in port again Monrorish will stand the chamber of commerce

The Tacoma wind-jammer was towed to the harbor and tied to the old fish market wharf in the pre-dawn hours. It brought news from San Francisco of a 18 day passage to Honolulu aboard the Traooms carrying 201 horses for the Fourth Cavalry to the Philippines under Dr. W L Williamson. The voyage saw illness among horses but only one loss, with careful care, ventilation, and disinfected stalls cited. Captain G O Cress leads 37 troopers aboard, with Captain Pedersen in command of the ship.
