Washington April 19. A joint resolution calls for recognition of Cuba’s independence and demands Spain relinquish authority, withdraw land and naval forces, and that the U S use its forces to enforce the resolution. It asserts the island’s future government should be by its people and notes U S pacification aims.
Diplomatic rupture with Spain follows the US ultimatum on Cuba. President McKinley moves to mobilize support and prepare volunteers as Sherman reports Spain ends relations and ships head to Havana to enforce the blockade. Cabinet actions set to speed deployment while Congress debates declarations of war.
At a White House briefing the Senate Foreign Relations Committee chair said the passport delivery to Minister Woodford ended peaceful relations with Spain. He declined to promise a formal Congressional war declaration, noting the situation was effectively resolved. Water Custom of Illinois attended the conference and confirmed the foreign relations stance.
