A criticized transition government in Hawaii is accused of misusing military and diplomatic funds to pay A S Hartwell as a special agent. The article claims the payments were a raid on the treasury for the benefit of a few officials, exposing the public to improper influence and legal challenges. It argues Hartwell acted to curry favor with Governor Dole and asserts the affair shows diplomatic overreach and taxpayer burden.
The Garonne, after a long voyage, sails toward San Francisco to coal and enter dry dock for overhaul. The ship carried 17 officers and men of the 26th Infantry on arrival, with their return expected in port. Since October 1899 the Garonne has been stationed at Panay Island, about 200 miles south of Lunon.

If Newton declines, Boston institutions receive 10,000 each and the rest goes to Lyman. Also, Manuel Putardo, a 9-year Portuguese clerk, is jailed in Wise and Nickells’ office on theft charges, said to be a notable spender.
