Aldrich Defends Finance Committee Amendments on Trade Rates
At the last session Chairman Aldrich rebutted LaFollette’s attacks on the finance committee work and argued the amendments were necessary. He challenged precise rate estimates for goods valued at 7 to 30 cents per square yard and claimed the committee’s rates are lower than the Dingly law but may exceed current admission levels due to court misrepresentations. He noted importers have mostly protested high rates and cited a New York Custom House appraiser estimating 10 to 12 percent of cotton cloth imports affected by a classification change. He warned Japan could dominate cotton goods manufacture, citing four large factories, low Japanese labor costs, and skilled decorative work in Japan.
