Providence Feb 14 A fresh twist emerged in the Block Island sound steamer sinking case as Captain McVey said his lifeboat was first to depart with a crewman aboard to tow and he stayed by orders to lower all boats and clear away while the ship sank. One survivor, 18 year old Fred Hiergsell of Brooklyn, claimed passengers were abandoned and boats crowded. About 20 percent of the passengers were saved.
