May 22 dispatches report Field Marshal Oyama deploying heavy forces against General Linevitch in Manchuria with a pivot toward the Russian right. Linevitch is prepared to meet a decisive battle as Oyama threatens a general offensive. Three Russian columns attacked near the Liao river, with Japanese forces repelling the assault and inflicting losses. Admiral de Jonquieres sails from Saigon to inspect the coast for neutrality infringements.
St Petersburg May 22 The Boulogan rescript commission nears completion and the Associated Press reports it will recommend a representative assembly with limited legislative powers. The project will be published end May and then reviewed by class representatives before Empire Council action. Officials reject electing reps to review content to avoid delays.
San Francisco officials faced a large tax theft as the Chron reports delinquencies hidden by a ring of tax scalpers. The alleged collector Smith and aides are accused of manipulating records to conceal shortages, endangering homeowners. An immediate thorough investigation will seek the extent of the irregularities and accountability.
In Nashville Tennessee on May 2 a mass meeting of Black residents formed a 2, league to raise funds to prosecute policemen charged with killing three colored men in two weeks, two of whom died, amid accusations of reckless shooting by officers.
In St Paul on May 22 William Williams was found guilty of first degree murder for killing his 16 year old companion John Weller and his mother Mrs Keller. Judge Lewis sentenced him to be hanged at the county jail within two months after the verdict. Insanity was his defense.
New York May 22 Judge Holt announced that on Tuesday next he would sign a warrant calling for the appearance of John A. Benson a wealthy California landowner before the court in Washington. Benson is at liberty under $15 000 bail and is charged with having conspired to defraud the United States by receiving title to government lands in California and Washington. He was arrested here several months ago.
Columbus May 22 after four months in the penitentiary for robbing two corn cribs a young Coshocton county farmer was released on circuit court order. The court ruled he did not enter the crib but pried off a board letting the corn roll out, thus not guilty of penitentiary offense. He had been sentenced to five years.
Reports from St. Petersburg credit Minister Hilkoti with breaking the grain blockade in the Southeast as 30 000 railroad cars moved in April, yielding 87 000 blockaded. Prospects for a bountiful harvest across the empire are excellent despite some dry spells in central regions. In Paris, Captain Clado, former chief tac i cian for Admiral Rajestyensky, is said to have been removed from the navy for defying orders to refrain from public naval reform views.
State board of charities and corrections awards the contract for factory machinery at the Sioux Falls penitentiary. The shirt factory is slated to begin operation within six weeks, following legislation approving the project.

Chicago May 22 union estimates place 35 percent of Seamsters strike reinstatements as conservative while employers argue a lower share. Total strikers 3 772 with about 1 800 expected to regain positions. 2 472 likely to seek new work. Local union committees visited employers to negotiate terms for reinstatement as department store, express, and wholesale store managers faced delivery wagon drivers.
In Senator Platt absence the United States Express company’s Vice President Crosley said none of the Chicago workers involved in a sympathy strike will be reinstated. Police officer Patrick E. Hackwell died at Mercy hospital, attributed to the strike. Blackwell injured guarding a Wells Fargo wagon. Also a Tangier dispatch reports pirates attacked a small British vessel off the Moorish coast, firing on the crew and returning fire.
