Baron Hayashi reports from London that M. Pavloff, Russia’s minister to Korea, has left Seoul for St Petersburg. He was escorted by Japanese troops to prevent demonstrations as Japan maintains order in Korea. The telegram offers no reason, though it may relate to Russia’s handling of sailors from the Variag and Korietz at Chemulpo.
The Russian naval vessel Yenisei struck a mine while attempting to destroy a buoy and sank with the loss of the commanding officer engineer two midshipmen and ninety two seamen. The ship, 2500 tons, had two funnels and two masts and carried five 3 inch guns. Reports say another mine exploded after Yenisei lifted one from the sea, causing the disaster. In Viroqua Wisconsin on February 15 an avalanche buried a roof at the local insane asylum. The collapse caused a panic among patients and staff, with janitor Peter Eggler and several inmates lightly injured. The building is dark after the dynamo room was destroyed.

In St Louis on February 15 United States Senator Joseph R Burton of Kansas faced argument on his demurrer to an indictment accusing him of using his influence to block a post office fraud order against the Rialto Grain and Securities company and of receiving 2500 for such services Judge Adams heard the case with Burton contending the only US interest was an order to stop mail, not policy, and that no law was violated He admitted accepting the money but said he acted only as attorney and did not pledge to influence a senator’s action.
William J Lemp, 68, president of Lemp Brewing in St Louis, shot himself in the temple at home after a period of deep mourning for his son Fred and the loss of Frederick Pabst. He died an hour later, found alone in his room as family and servants carried on with morning routines.
