Liverymen face street obstruction ordinance court action
A city council revived an old street obstruction law aimed at livery stables. Three men Jacobs Branagan and Moses were arrested, then pardoned after the mayor studied authorities and found no criminal intent. The council kept the ordinance unchanged as protests mounted.
