From St. Petersburg dated April 4 a bomb at the Harbin artillery depot killed seventy five people including four artillery men and forty Chinese laborers. The culprit died in the explosion. The laboratory and depot were wrecked with ten million projectiles destroyed and 2 000 packing cases emptied. Millions of other uncompleted projectiles rendered useless.
Renewal of fighting is expected soon as Russian forces concentrate south of Sipinghai, seventy four miles north of Tie pass, with cavalry screening Japanese movements. A heavy Russian flank movement appears under way and Changtufu station is held by Japanese artillery, though not covering a large troop body.
The Chinese government is feeding and housing refugees in Mukden while Japan employs thousands of Chinese workers. Destruction spans hotels in villages and a large number of residents displaced. Crops are unlikely due to lack of farm animals and implements as relief efforts begin.
