No Seattle Policy term traced in party quarrel
The discussion centers on the term no scuttle policy in the Philippines. The New York Sun recounts its origin on December 18, 1898 when Augustus Bacon proposed relinquishing the Philippines, calling that scuttle, and notes Bryanite arguments have long used the term to push withdrawal from the islands. The Republicans insist they will not abandon a plain duty.
