Care of Poor by Counties in Maine Debate at Ellsworth Convention

Maine county commissioners at Ellsworth debated switching care of the poor from towns to counties. Commissioner Merrill urged the idea, with Bucksport’s C. F. Fellows prompting the discussion. The convention referred the issue to a five‑member committee for next year’s report, arguing county care could be more economical and reduce litigation than the current town system. The article then notes Hawaii native population statistics through the first half century, starting from 1853.
