Official reports from Washington on March 28 state that all Dutch steamships in English ports have been confiscated. About forty Dutch vessels are detained, some for six to eight weeks, as England pressed for a percentage of Dutch tonnage to carry cargoes to British destinations. The Dutch government has refused.
