Berlin reports that an actual armistice is already in operation in sections along the Russian German front, according to a late afternoon bulletin from the German high command.
Western silver producers at a Washington conference were told the government will fix a price adequate to cover recent wage increases and protect against losses. In Joilet Illinois thirteen convicts, labeled "bad men," overpowered two guards at the Minois penitentiary and escaped after sawing through two steel-bar cells. They had been kept in solitary for disobeying orders.
Treasury estimates submitted to Congress show more than 13.5 billion dollars total for government operations and war prosecution in 1919, a record. About 11 billion is for war purposes alone, with the rest to be raised via liberty bonds and taxes. The exact appropriation is stated as about 13.02 billion dollars.
Washington reports a Paris Red Cross cable requesting pumps for devastated French areas. Retreating Germans damaged wells and water systems, leaving residents without clean water as they rebuild.

American army engineers working near Gouzeau Court joined British forces to stem a German onslaught that enveloped Gouzeau Court for a time. Many Americans were trapped in the turning movement and escaped death or capture by lying in shell holes. Enormous shell fire and gas shells pounded the area as the German attack pressed forward with numbers. Americans fought as both soldiers and workers, giving their all to halt the advance.
Chairman Fitzgerald leads a single house appropriations committee to oversee war funding while scrutiny of departmental estimates tightens to curb extravagance. Possible session highlights include anti La Follette agitation and moves toward repealing the draft law as Hardwick and Fitzgerald push reforms. The Russian delegation arrives in Berlin under Prince Leopold of Bavaria to discuss a general armistice. The party, designated as Peace Delegation 1, travels with the aim of arranging a broad ceasefire and ending hostilities.
Los Angeles Dec 3 Barbering costs have increased due to the war. Haircuts and sham boos now forty cents, massages up from twenty five, and the neck shave, once included with the fifteen cent shave, is now five cents extra per the Master Barbers association.
