Advices received this morn in Washington state indicate Carranzas has fled Mexico City. The report notes instability within the Mexican de facto government as leaders scramble for control amid mounting pressure.
Reports from Washington indicate de facto government collapse pressures Mexican affairs as General Scott heads to San Antonio for talks with General Funsion and Carranza reportedly fled Mexico City. Carranza loyalists linger in the capital while remnants concentrate at Parral amid complaints of seizure of property.
Paris reports French troops attacking Dead Man's hill captured several German trenches and 150 prisoners. East of the Meuse the French advance into Hardamont Wood while Germans hold trenches near Douaumont pond before counterattacks. Russian reinforcements arriving at Marseilles may be used by Joffre in a broader offensive. The Verdun assault appears to have spent its energy.
Ambassador Gerrard cabled that the administration's note was delivered to the German foreign office yesterday afternoon amid seizure of foreign property reports. Washington canvassed the Mexican situation but, with no General Scott report, no definite action was taken. Secretary Baker says there are no grounds for rumors that expeditionary forces will be withdrawn.

In district court this morning in the case Jose Bengeochea versus D. D. Sabala et al an application was made for the appointment of a receiver for the property involved. The suit seeks foreclosure of mortgages on the Overland Hotel and other property totaling 12 000 and 10 000 with interest and attorney fees. Otto T Williams represents the plaintiff and Harold P Hale represents the defendant. An order to show cause why a receiver should not be appointed was issued.
Berlin April 21 official war office report says French forces were defeated in a counter attack on Dead Man's hill with heavy losses. French penetrated Caurettes wood where fighting continues. South of Fort Douaumont the battle rages in close combat. One French aircraft was shot down south of Vaux.
Melvin E. Jenson ex-city superintendent of Sparks schools spoke to the Woman's Civic League last night on the seven million acre school land grant bill before Congress. He explained how the bill moved through the Senate, urged Nevada to receive the grant to fund schools and the university, and warned that delaying action could foreclose future opportunities while stressing the benefits of private land ownership to reduce taxes.
New Orleans April 21. Cyclone near Duboys Mississippi wrecked a dozen houses and sunk two boats. A cloudburst near Yarnoyan Mississippi flooded streets to ten feet. One woman killed and another injured in a cyclone near Mobile.
An explosion at a French grenade factory in Bordeaux this morning killed twenty people and injured several others. The blast caused extensive damage to the facility and disrupted operations. Local authorities launched an investigation into the cause of the incident.
The Japanese ambassador Chinda met the president to request removing the coupling of Japanese with Hindoos in the Burrnett Immigration bill. He argued Japan had agreed to restrict coolie immigration and said the provision questioned Japan's good faith. The president was expected to pursue the requested edit.
The Dutch steamer Lodewijk Van Nassen of 3397 tons was sunk in the North Sea Thursday, possibly by a submarine or mine. Six minutes after the explosion, five crew members drowned while 36 survivors were landed at Ymuiden. The ship was sailing from Chile to Rotterdam carrying saltpeter.

A lone bandit robbed the Louisiana Red River Navigation train in Angola Louisiana last night. The express messenger was killed and the thief escaped with money and jewels valued at several thousand dollars.
