Pennsylvania railroad report cites car charges and payroll rise
A Pennsylvania railroad report analyzes why the company opposed a per diem car service reduction. It notes that in March last year the system had 50 000 foreign-line cars while 78 000 Pennsylvanian cars were on foreign rails, and that payroll climbed markedly as gross earnings rose. The document claims lower per diem rates would shift cars back home and require more car inspectors, while about 65 percent of 1907 additional receipts flowed to employers.
