Washington January 23 Democrats clash over a Manila military post funding in the urgent deficiency bill. Amos J. Cummings votes with Republicans after declaring the amendment for Philippine shelter and protection in order. Debate features Richardson and De Armond opposing Cannon.
At a Ways and Means hearing on Cuban reciprocity Nathaniel Stewart defended Michigan beet sugar investment of 7.7 million dollars and urged against Cuba concessions. A petition from beet states and farming groups urged no tariff changes, signed by about 45 Republicans and several Democrats. Louisiana bankers led by G W Nott pressed Roosevelt on a low sugar duty, warning of harm to sugar interests.
In Washington on January 23 the senate did not continue debate on the Philippine tariff bill as no member was prepared to proceed. The meeting originally sought Roosevelt aid for Scheepers clemency but, after Scheepers execution, shifted to inviting Kruger for a pro Boer demonstration.
Presidents of western railroads and major packing house interests from the Missouri river to the Atlantic seaboard form an alliance to ensure compliance with the interstate ecommerce law. They met in Chicago yesterday and aim to maintain freight rates on packing house products and dressed beef.
President Harper of the University of Chicago denounced as false the report that $26,000,000 would be given to the university by John D. Rockefeller. He said the story originated with a student and that the university could not use such a sum even if it existed.

In McMinnville Oregon on January 23 Miss Mamie Ungerman and Mrs Ollie Gaunt killed themselves after taking poison in a personal crisis. A doctor was summoned after Miss Ungerman called about Mrs Gaunt who was ill. Restoratives failed and both women died. Despondency reported as the motive. Mrs Gaunt had been separated from her husband for months.
W J Bryan addressed about 2000 students in the University of Wisconsin gymnasium last night under the University Oratorical association. He critiqued political leaders and sat with other Gold Democrats in the audience.
Paris reports an AP inquiry finds that in 1898 Britain France and other powers hesitated while Russia rejected a Spanish mediation plan. Austria urged a note to Washington, and Balfour opposed pressing the United States, keeping the peace effort unsettled before the Spanish American war.
The Austrian proposal failed and a congressional joint resolution halted action. France remained friendly to both the United States and Spain, avoiding pressure on the U S to avert war. Russia reiterated its aim for amicable U S relations and said it took no part in any collective step over the dispute.
